ALTERNATIVE CLIMATE TREATY UNVEILED
A broad international coalition of environmental groups (including several CAN-RAC members) has released a detailed blueprint for a new international climate agreement during the current UN negotiations in Bonn. More than a year in the making, Copenhagen Climate Treaty version 1.0 describes the path the world must follow to keep the global temperature increase well below well below 2 degrees C. It sets a global cap on emissions, outlines how both industrialized and developing countries can contribute according to their means and responsibilities, and shows how the poorest and most vulnerable on the planet can be protected and compensated. CANADA SEEKING CLIMATE DISCORD?
 
An Access to Information request has confirmed that the federal government has been attempting to sow discord and ignore some key principles in recent international climate negotiations. Briefing notes prepared for the Prime Minister and Foreign Minister in 2008 show that Canada was demanding binding commitments from developing countries while remaining silent on financing and technology transfer. FEDS UNVEIL DRAFT CARBON MARKET GUIDELINES
Environment minister Prentice unveiled draft guidelines for a new GHG offset system in Ottawa on June 10.

Par une vote de 141 à 133, la Chambre des communes a adopté la motion M-287 du Bloc québécois qui exige le gouvernement de collaborer avec ses partenaires nord-américains pour établir le plus rapidement possible un système continental d'échange de droits d'émission de gaz à effet de serre incluant des objectifs de réduction absolue fondés sur les connaissances scientifiques, en se basant sur 1990 comme année de référence.
 
And after considerable delay, the Common's Environment and Sustainable Development Committee will hold hearings on Bill C-311, The Climate Change Accountability Act, on June 18 and 23 with additional hearings scheduled for September. The bill passed first reading in April.
