Countdown to Copenhagen
NEGOTIATING TEXT GOES PUBLIC |

The UNFCC has released a first draft of the negotiating text that will serve as the basis for international negotiations from now to Copenhagen in December. Options for emissions reductions goals remain extremely varied and include stabilizing concentrations in the atmosphere at 450 ppm carbon dioxide equivalent (CO2E) through collective reductions of at least 50 per cent by 2050; stabilizing well below 350 ppm and through collective emissions reductions of 70-85 per cent by 2050; reducing global average GHG emissions per capita to about 2 tonnes; reductions on the basis of historical responsibility, emissions debt, per capita accumulative emission convergence, or an equitable allocation of the global atmospheric resources. WAXMAN-MARKEY DELIVERS UP TO 23 PER CENT
As the American Clean Energy and Security Act (a.k.a. Waxman-Markey Bill) makes it way through Congress, the World Resources Institute has released an analysis suggesting that if all the provisions of the legislation as currently drafted are implemented, it would reduce net US emissions of GHGs to 17-23% over 1990 levels by 2020. ONTARIO INTRODUCES CAP & TRADE BILL |
On May 27th Environment Minister John Gerretsen introduced enabling legislation for the creation of a greenhouse gas emissions trading system within Ontario starting in 2012, two years later than the McGuinty government's previously announced target. It also released a discussion paper to guide new consultations on the specifics of the cap and trade regime. Both the draft bill and discussion paper have been posted to the province's Environmental registry for comments.
TAR SANDS SPECIAL TREATMENT HURTS ONTARIO & QUEBEC: REPORT
A new report from Forest Ethics, quiterre and Environmental Defence urges the Ontario and Quebec governments to protect their interests by challenging any special treatment for the tar sands. Divided We Fall: The Tar Sands vs. The Rest of Canada argues that when the federal government sets an absolute cap on GHG emissions, other sectors across Canada will have to work even harder to meet it if the oil sands are given a break on its emissions.
MANITOBA MOVES TO REPORT EMISSIONS
The Manitoba government has tabled legislation requiring it to issue both quarterly reports on the province's GHG emissions as well as an annual report on total emissions for the previous year that includes a comparison with a baseline 1990 level and its Kyoto targets. A delegation of church, indigenous and NGO leaders from Canada, Latin America and Africa are currently visiting northern Alberta. The groups is there to explore the theological, social and ethical implications of fossil fuel extraction in the Athabasca tar sands through meetings with church and community members, Indigenous peoples, civil society groups, government and industry representatives.
