EU-CANADA DECLARATION CONTAINS SURPRISES |
The final declaration at last week's EU-Canada summit in Prague contained language on climate change that marks a departure from some of Canada's recent negotiating positions. Most notable are references to differentiated 2020 reductions targets for developed and developing countries, the need for the EU and Canada to assume their "fair share" of the financing required to implement a new agreement, and support for development of an international carbon market.

In his first audit of the government's compliance with the Kyoto Protocol Implementation Act, the federal Commissioner of the Environment and Sustainable Development, Scott Vaughan, found that Environment Canada can not measure whether any of the climate change measures it has announced will lead to real emissions reductions.

LIBERALS ADOPT CLIMATE CHANGE RESOLUTION
At their recent Vancouver convention, the federal Liberals passed a policy resolution that includes calls for a carbon tax and/or cap and trade system as well as domestic emissions reductions of 25-40% by 2020 and 80% by 2050. TOUR LINKS REGIONAL DEVELOPMENT AND RENEWABLES |
The former head of the renewable energy division of the German Energy Agency will participate in a speaking tour to Quebec, New Brunswick and Nova Scotia from May 18-22. The tour, which will focus on the role of decentralized renewable energy in stimulating regional development and creating jobs, is being organized by Climate Action Network Canada - Réseau action climat Canada, the Conservation Council of New Brunswick, the United Church of Canada, Ecology Action Centre and Équiterre with support from the Heinrich Böll Foundation.
