U.S. PROPOSES MASSIVE GREEN STIMULUS
 
The Chair of the House Appropriations Committee has released an $825 billion draft American Recovery and Reinvestment Act and President Obama wants a final bill on his desk by mid-February.
  
The Center for American Progress breaks out how an unprecedented $77 billion would be directed at clean energy programs. More>

The Apollo Alliance argues that the bill represents $126 billion worth of spending over the next two years to build new transit lines, weatherize buildings, manufacture clean next-generation vehicles, develop wind and solar power, make state and federal vehicles more energy efficient, and create new green collar jobs. More>
 
Friends of the Earth U.S. says the proposal is strong on clean energy but the transportation section needs more work. More>

WILL HARPER'S BUDGET MOVE CANADA TOWARDS A CLEAN ENERGY FUTURE?

Next week the 2009 Canadian budget will be released. A growing number of voices are calling for a green stimulus package that rival's the recently announced US stimulus package.

NORTH AMERICAN CAP AND TRADE      
HOUSE TO PASS CLIMATE BILL BY MAY  
The new chair of the key House of Congress energy committee announced that the committee will aim to pass a climate bill by the end of May. In response to the announcement, his counter-part in the Senate said "the writing is on the wall that legislation to combat global warming is coming soon." More>
 
  
INCOMING US ENERGY SECRETARY: THE SIMPLER THE BETTER WHEN IT COMES TO CAP AND TRADE
 
During his confirmation hearing, the nominee for U.S. energy secretary argued in favour of a cap and trade system in the United States and noted: "The simpler the cap and trade system is, the happier I will be."

WILL THE TAR SANDS GET A FREE RIDE ON THE CAPAND TRADE?

CANADA APPOINTS BOB HAMILTON AS DEPUTY MINISTER TO FOCUS ON CONTINENTAL CAP AND TRADE.
 
Bob Hamilton, formerly of the Treasury Board, will become the associate deputy minister of the environment. His objective is to work with the US to develop a North American carbon emissions trading scheme.
Plans for the Future  
 
NEW CLIMATE PLAN FOR NOVA SCOTIA
 
Nova Scotia released a Climate Plan and Energy Strategy on January 16. The plan included a number of impressive commitments, but it was in many places short on implementation dates and information about from where the money would come. Funding is likely to depend on the Spring 2009 budget process, and with a spring provincial election rumored, only time will tell.
 
 
 
World News 
 
UK CONSERVATIVES GETTING SERIOUS ABOUT ENERGY EFFICIENCY
 
The U.K. Conservative Party has announced plans to provide up to $12,000 per household to make their homes more energy efficient. Instead of giving the money directly to householders, the plan would allow energy companies to insulate homes at no cost to the people living in them and recoup the cost through energy bills. Home energy bills would not rise, however, because the new insulation would reduce energy use. More>
